Professor of Civil Law, Property Law and Civil Procedure at the Faculty of Law, University of Prishtina. With more than 23 years of academic and professional experience in the development of Kosovo’s legal framework, particularly in the fields of civil, commercial and property law. From 2015 to 2020, he served as Dean of the Faculty of Law. Since 2005, he has been engaged as a legal expert and advisor in international projects.

Dr. iur. Haxhi Gashi has over 23 years of academic and consultancy experience in the legal field, as well as extensive managerial experience.
He is a highly recognized expert in civil law, property rights, contract law, family and inheritance law, civil procedure, business law, economic development, legal reform, and legislative drafting. He earned his PhD from the University of Bremen, Germany, and completed his legal education and professional qualifications in Kosovo and abroad, including the Kosovo Bar Exam. Throughout his academic career, he has undertaken study visits and academic exchanges at a number of universities across Europe and the United States.
Dr. Gashi is a Professor of Civil and Property Law at the Faculty of Law, University of Prishtina. From 2015 to 2020, he served as Dean of the Faculty of Law, and from 2018 to 2020, he was a member of the State Commission for the Bar Examination. Throughout his career, he has provided legal expertise in numerous projects funded by the European Union, USAID, GIZ, UNDP, the World Bank, OSCE, and other international organizations. From 2017 to 2022, he served as Key Legal Expert/DTL of the European Union project supporting the drafting of the Civil Code of Kosovo. His professional expertise covers legislative drafting and legal reform, civil and commercial law, business and economic development legislation, cadastre and registration of property rights, legal research, and alternative dispute resolution.
Dr. Gashi has extensive experience in designing and delivering professional training programs for judges, lawyers, notaries, public officials, and bar examination candidates on a broad range of legal topics. He has conducted these trainings in cooperation with the Kosovo Judicial Council, the Kosovo Bar Association, and the Chamber of Notaries of Kosovo. He has also provided legal advice to public institutions, including the Government and the Parliament of Kosovo, on legislative matters related to economic development, trade, finance, and investment.
He is the author and co-author of numerous books, legal commentaries, and scientific publications, and currently serves as an arbitrator at the Arbitration Center of the American Chamber of Commerce in Kosovo.

Me mbi 23 vite eksperiencë akademike dhe profesionale, në zhvillimin e kornizës ligjore të Kosovës, veçanërisht në fushën e së drejtës civile, ekonomike dhe pronësore. Ai është një ekspert i njohur në fushën e së drejtës civile, të drejtave pronësore, së drejtës kontraktore, së drejtës familjare dhe trashëgimore, procedurës civile, së drejtës së biznesit, zhvillimit ekonomik, reformës ligjore dhe hartimit të legjislacionit. Ka fituar titullin Doktor i Shkencave Juridike (PhD) në Universitetin e Bremenit, Gjermani, dhe ka përfunduar edukimin juridik dhe kualifikimet profesionale në Kosovë dhe jashtë vendit, përfshirë edhe Provimin e Jurisprudencës në Kosovë. Gjatë karrierës së tij akademike, ka realizuar vizita studimore dhe shkëmbime akademike në një numër universitetesh në Evropë dhe Shtetet e Bashkuara të Amerikës.
Dr. Gashi është Profesor i së Drejtës Civile dhe Pronësore në Fakultetin Juridik të Universitetit të Prishtinës. Nga viti 2015 deri në vitin 2020 ka shërbyer si Dekan i Fakultetit Juridik, ndërsa nga viti 2018 deri në vitin 2020 ka qenë anëtar i Komisionit Shtetëror për Provimin e Jurisprudencës. Gjatë karrierës së tij, ai ka ofruar ekspertizë juridike në projekte të shumta të financuara nga Bashkimi Evropian, USAID, GIZ, UNDP, Banka Botërore, OSBE dhe organizata të tjera ndërkombëtare. Nga viti 2017 deri në vitin 2022 ka shërbyer si Ekspert Kryesor Ligjor/Zëvendësudhëheqës në projektin e Bashkimit Evropian që ka mbështetur hartimin e Kodit Civil të Kosovës. Ekspertiza e tij profesionale përfshin hartimin e legjislacionit dhe reformën ligjore, të drejtën civile dhe tregtare, legjislacionin për zhvillimin e biznesit dhe ekonomik, të drejtat pronësore, regjistrat kadastral dhe regjistrimi i pronës, kërkimin juridik dhe zgjidhjen alternative të mosmarrëveshjeve.
Dr. Gashi ka përvojë të gjerë në hartimin dhe realizimin e programeve të trajnimit profesional për gjyqtarë, avokatë, noterë, zyrtarë publikë dhe kandidatët për Provimin e Jurisprudencës, për një gamë të gjerë temash juridike. Këto trajnime i ka zhvilluar në bashkëpunim me Këshillin Gjyqësor të Kosovës, Odën e Avokatëve të Kosovës dhe Odën e Noterëve të Kosovës. Ai gjithashtu ka ofruar këshillim juridik për institucione publike, përfshirë Qeverinë dhe Kuvendin e Kosovës, lidhur me çështje legjislative në fushën e zhvillimit ekonomik, tregtisë, financave dhe investimeve.
Ai është autor dhe bashkautor i shumë librave, komenteve juridike dhe publikimeve shkencore, si dhe aktualisht shërben si arbitër në Qendrën e Arbitrazhit të Odës Ekonomike Amerikane në Kosovë.
